This is almost surely a mistake and won’t last long.  FlyingBlue does charge a nominal cancellation fee on awards, so you need some level of confidence before booking.  That being said, this deal is likely worth risking the cxl fee.

There are PLENTY of affordable ways to get to Toronto, Montreal and Ottawa from many cities in the US.

If you book, wait a few days to book nonrefundable hotels or excursions.
